() Problem likely in the pump or in the outlet hose. When you get the outlet hose disconnected (carefully) you'll know for sure. If the head pumps with the hose off, the problem is downstream.
My previous experience with clearing an outlet hose required removing the hose completely then beating it on the dock. Keep smiling..
