I would say it depends on how the sail was cut. Assuming the batten's are "stiff" enough and the vang (or sheet) has the clew low enough and the outhaul is set correctly, I'd say that you are correct. However, you may have excess halyard tension to start, Tom. Then I'd set the boom and outhaul in moderate wind speed before I adjusted the lower battens. Then I'd ask your sailmaker about the lower two battens.
