The control range isn't the issue as it is something like 1/4 mile but it would be a challenge to hit the deck perfectly. i have seen videos of Phantoms flying from power boats though...
There are a ton of YouTube videos on the Phantoms. It would not surprise me if you found someone flying one from a sailboat...
