To fly in much of the airspace over the US I need training, licensing, and specialized equipment. When you receive your Lily, you'll need no such thing. What gives YOU the right? As of right now there's no regulation but that is being changed and in several different ways.....one of which affects all other aircraft that fly in uncontrolled airspace areas in a very negative manner, namely pulling down controlled airspace over and close to airports right down to the ground.
Your use of the sky trumps mine at this point and because the units are so small, are very hazardous as they can't be seen. How do you plan to safely maneuver your vehicle? How will you communicate with others for collision avoidance, etc.
These are tough issues to address and as Tom Y mentioned, there's will be a huge following with a lot of power behind them but the bottom line is that the FAA owns responsibility for regulating our airpspace and yes, there is definitely a pecking order in the sky defined by regulations.
