You can sort of measure the conductivity to tell the difference. Take your VOM and set it on its lowest resistance setting. Then put the probes in a glass of fresh water. Keep them about an inch apart. Measure the resistance. Then do the same with salt water and you will get a much lower resistance. Use these values to test unknown water.
