Have a look at this simple explanation of how a pressure cap is supposed to work:

The hose for the coolant recovery/expansion tank is normally connected on the neck of the cap assembly.

Having a hole where yours is connected will not allow any pressure to build up, lowering the boiling point of the coolant.

Perhaps someone changed it.
