Looks to me like that may originally have been a system with a pressurized overflow tank - ie: the overflow at full radiator pressure. Looks like someone may have tried to convert it to a system with the atmospheric overflow tank, and didn't do a very good job. I think the first step should be to remove the tank and get it cleaned - then evaluate what you have.
