Unfortunately I have removed the 6 screws and nothing moves. (see image below). This is where I need to make a phone call, because I don't want to force it.
Here's my image showing the face plate and screws removed from the "bulkhead steerer". The bulkhead steerer is still firmly mounted on the aluminum frame behind it. Maybe it needs to be pried free? There's a rubberized bearing oil seal (black) surrounding the shaft, and I tried prying that out with a pen knife but was unsuccessful (I think it goes in from inside and is held by a lip in the bulkhead steerer).
