That if the law makes it illegal to put ANY chemicals into the water:

You cannot swim in the water.
You cannot scratch your head over the water - since dandruff is chemicals.
And heaven forbid you should cough or sneeze over the water.
You certainly cannot put your plastic kayak into the water - or dip your oars into the water.

It seems to me that if the law is so written, it is to unspecific to be enfoceable.
