We had a speed limit in Montana - pre 72 oil embargo days - defined as "reasonable and prudent". After the repeal of the PITA 55 mph "unneccsary waste of a resource" law, the speed limit law was the existing reasonable and prudent. Some dipstick driving an old beat up Toyota got a ticket, fought it to the point that a judge stated that the law was unconstitutionally vague, so now we have a numerical speed limit. As you state, if the law is that vague, it could probably be fought as unconstitiutional, but who has the bucks to fight that against a feel good non profit. I don't know if there are enough lawyers that are sailors that would be willing to take them to task pro bono or not. That is the tack I'd take if fighting it. I'm not a lawyer, but did sleep at a Holiday Inn Express once.
