Forget the strobe for all the reasons listed. We have a masthead strobe which I have used once in 10 years and that was to help a buddy boat find use at night off the Oregon coast. Had it on for a total of about 10 seconds.

For the anchorage put 2 or 3 bands of retroreflective tape around your mast. Shows up you you would not believe with a flashlight. If you are trying to get back to your boat in a dingy without a flashlight you don't deserve to find your boat
