If that piece stays near the shackle it has to come up past the roller. Anything at that place changes the way the chain/shackle and fluke come up and around the bow roller.

In some ways it looks like it could actually help rotate the anchor. On the other hand it may hang up causing it to lock up with the anchor hanging over the bow.

I'd like to see a video of that piece coming over the roll.
