Most distilled white vinegar doesn't start out as fermented vinegar...

It's made by combining acetic acid with water. It's very sour, much more acidic...and is mostly used to clean and disinfect, not in cooking. \

John, you could use plain water without any ill effects too...but it wouldn't work as well as white vinegar...and neither does any other type of vinegar.
