same concept as a fish scale. You have a spring and as the spring compresses it reads the pounds pull on an index. A spring with an pound index and a hook on each end. One of those springs you use for keeping mooring lines taught might be a good start for a small displacement vessel. Put it on the anchor chain or the end of a snubber and monitor the load while the boat sheers or is sitting in heavy winds. You could also check on the pull of your prop at a certain RPM.
