I'm thinking of duplicating the shape in plywood, sealing it well in epoxy resin and sheathing it in fiberglass.

() A few years ago I watched a friend built a new rudder for his Frans Maas yawl using this approach. It worked out well for him. Depending on what I find when I remove the wood I'll probably have some 1/4" bronze straps welded perpendicular to the shaft to provide some points to mechanically fasten the plywood.
