The format and layout seems good. Once it gets some content depth, it may fly. Adding harbor articles would really help. One suggestion, they use a drop-down box for the State, but a multi-page menu list for the harbor/city. This is awkward if you want to go direct to the harbor you care about, instead of browse to find one. They could fix it by adding a drop-down of the harbors above the multi-page list.
