OK, sure, if your bottom is shedding copper that is one thing... and there have been rules in place to reduce the copper or metals that go into the water.

However irony of bottom cleaning is that the reason bottoms are cleaned is to rid them of sea life that is ALREADY IN THE WATER. Boats are not bringing in the sea life, the sea life is in the water and simply collects on boats.
