Perhaps they were not originally transported by pleasure boats. But they are now. And again (how many times do I have to say it?), the San Diego regulations are not aimed at invasive species, nor did I ever indicate that they were. Also, it was me that that told this forum (and included a link) that there was no hull cleaning frequency stipulation in the Divers Permit.
