Our Navy uses face seals on the submarines, and their seals see more pressure than that on the surface. When they dive, the pressures really go up! To boot, their seals and mating rings are split to allow replacement without pulling the shaft. I'd guess you have a problem with that particular seal, and the installer or LasDrop should address the issue.
