After watching a collection of boaters that know near to nothing about right of way and of boat safety wreak havoc on Biscayne Bay every weekend, I'd certainly support some license requirement. I'd need a license to cut hair, but I don't need one to do 80 knots in a cigarette boat on a crowded body of water. All I need is a healthy balance in my checking account. It makes no sense to me.
