I'll assume for a moment that you have the usual sequence - tank, solenoid valve, gauge, regulator. The regulator uses an internal diaphragm operating against spring pressure to control the downstream pressure. The diaphragms in these things are pretty flimsy, and a leak in the diaphragm would cause a rapid pressure loss during the test. Do you smell propane in the locker?
