Yes, It is correct that you do not need to register your dink in WA. The rules say that you only need to register dinghies in WA if you will use the dink in federal waters. I am not sure what that means since the state owns all the near shore waters - I am paraphrasing from the state boaters registration documentation. I don't think the USCG cares either.
