I think the best sailors usually rise to the top in phrf, but boat handicaps, who gets what, can be a little sketchy.
I used to race PHRF and they let me use a tiller pilot. We had two babies onboard, and towed a dinghy so I think the rating committee felt sorry for us.(We almost won a few races over the years).
