I think that there are two issues with the winged keel

i) the wing adds additional ballast without adding extra draft low (like a bulb, but bigger); and,
ii) At certain speeds, it provides some lift.

I wouldn't be adding weight at the bottom of the rudder for bunch of reasons, you're only adding draft; you're adding loads to you steering system with no benefit; and you'll only have someting else to hook on pot.

Was the trim tab there originally?
