It looks like you could lengthen the rudder 6"

() And you would be at the depth of the keel. If that not the case, and you can not add more to the depth. I would add an 1 inch to the leading edge and 3 inches to the trailing edge. the rudder just looks small. I don't think the wing will do any good.
