If the boat was well designed for CLR vs. CE, etc. it is quite possible that one wouldnt even need a rudder, or at least only very little to moderate helm pressure to adequately control/steer.
However, since this boat has an added 'dagger board' near that rudder, kind of suggests that the OEM designer made a *major* design error ... perhaps the mast was stationed 'too far aft' in the OEM design or the keel was designed too far forward .... could also be a yard error in the construction of the hull 'mold'.
