It is a completely open area - no bay - you are moored in the Pacific ocean. The politics of the place would probably make it impossible to sue. The island is run by the tribal elders and nothing gets done there. For example their phone system is archaic.

Getting the boat to a proper repair yard will be a challenge. There is a freighter that comes in with supplies that ties to the dock. If that small freighter could take a 40 ft cat as deck cargo is questionable. Getting another ship there just to take the cat would be extremely expensive.
