They have a 'at your risk', hold harmless from damage releases in many cases. If you didn't pay for it, it would obviously be more difficult too.
But I don't know the provisions of that South Pacific Island.
In the case of the video, I think I saw pictures of the mooring buoy with some line attached to where it would have been below it. That buoy could have been in 100' (or more) of water.
Others, on this board may chime-in, who have been in the Pacific a lot more than me. (I've been there only a few times on a boat; and, not nearly that remote.)
