It's piped into this, a few inches below the deck.
That'll do it! Not too collision friendly, though ;^)))
Mine is nearly the same.
Those deck scuppers are a lot of work just keep topsides clean.
I must have been in a New England state of mind reading that
I've got scuppers through the toe rail.
Islander was setup the same way
Cockpit drains.
Here's where a seat/bridgedeck scupper would be handy.

Unless, you are changing the position, and angles of the cockpit...
That's a Morgan design and the owner sails the boat on that heel quite a bit.
