Those deck scuppers are a lot of work just keep topsides clean.

My last boat, a Cape Dory 28, had scuppers cut out of the base of the toe rails. By the drawing, it looks like the tubes are about half the thickness of the hull. The danger would be from interior impact like a loose anchor stored in the lockers. It would take a pretty big impact but there is no sea cock like a hose.
