As I understand, the layout was changed a few times during the early days of typewriters. Seems that after setting up the layout for efficiency, it was too damn efficient and people could type faster than the old mechanical typewriters could handle and they jammed, so they moved the keys around to slow you down.

It became so standard that it never changed. We still use a keyboard designed to slow you down.
