One way

One way of getting a number is, on a windy day, push forward at anchor until the boat starts to advance a little (or the rode slacks). That means that at these RPM's you're pushing forward applying a equal (and contrary) force as the wind. Repeat for different wind strengths. We'll assume that the propeller is equally efficient in both directions and that there is no current.
