Almost any epoxy will set up in a damp environment
If you pulled out mush...you have three options..more or less...

By the way. Just 'cuz it ain't mush doesn't mean it isn't wet still.
If it's not dry it's wet. Foam core can tolerate a bit of moisture, but wood core
I had thought of using a wet/dry vac as a liposuction device

I made an unconventional repair years ago.
I am with the others that suggested removing a skin back to good core...

If your blade isn't long enough, get the 1/8" X 1" aluminum at the auto parts store.
IF it's in that zone around the waterline...
Not a good plan. Band-aid repairs like that make a boat into a POS over time.
My repair suggestion would be the same if the damage was an inch below the deck..do it right
