Have you tried plugging the serial connection into your laptop and used ProAIS?
In Response To: Anyone ever connected a WM AIS-1000 to a Lowrance HDS-7? ()
If the laptop is happy talking to the AIS 1000 then it's narrowed down to a an NMEA connection issue to your Lowrance. Are you connected to the NMEA "in" on the Lowrance? Those signals are directional.
