You are correct regarding wind vs wind chill. I suspect the wind estimate was done by USCG. If the estimate's done visually, looking at combined seas vs wind wave then I bet there was residual swell which led to the overestimate. My examination of local, instrumented observations at the time show nothing more than sustained 15 kts.
