The only thing with any similarity was in southern Fla. over 20 years ago. There were some restricted areas along the ICW posted to anchoring and shore access. It was a very strange thing to see. As Rich mentions I think they have made great improvements in defining the laws there. The problems I saw looked like they were driven by derelict boats used for homes at that time.
There's none of this in New England or the rest of the east coast I've sailed. Our right to anchor is safe and sound. Except for rare circumstances like parks or other public harbors that incur expenses maintaining the water and access, I can't even imagine being asked to pay to anchor in a designated anchorage, much less be towed away.
