Shelter Island is further west and slightly south and it is where the police dock (and customs check-in) is located. It is the first "island" as you come in past Point Loma (as if there was another way in). Neither Shelter "island" nor Harbor "island" is a true island as they are connected to land. North "island" is also not a true island (although it was at one time).
