The Feds have basically washed their hands of this and given control to the states which makes for no uniformity or predictability. The states and cities will pass whatever restrictions responding to the wealthy waterfront landowners who pay taxes and lobby their local political hacks knowing full well that the average cruising boat owner doesn't have the time or inclination to put up a real fight. It is a shame because some of the more popular winter areas have/are becoming totally unfriendly to visit. It would be nice if we had a way to show town councils how much money we spend in their town, but since one credit card receipt looks like another there isn't any real way to demonstrate our impact on local business and all that can be done is give assumptions as to our financial impact.
I know Florida has a true derelict problem and there has to be a solution that could be easily enforced, but they seem to prefer to broad brush it and hope it will go away. Of course many of the occupied derelicts also house their cheap labor which leaves them with another problem.
This wouldn't work today, but back before WW II my father ran a CCC Camp that was catching hell from the local town because his troops were a bit rough and rowdy on pay day night. He solved the problem by paying his troops with silver dollars. The next morning the townn fathers, the basnker and half the store keepers were at his camp begging him to not do that again. He had made his economic point and the town didn't have enough boxes to keep the money in.
I wish I knew of a solution but it seems to me all we ca really do is try to keep abreast of the different situations and respond clearly, politely and with lots of letters.
