Bearings on the block? I suggest this

Get some liquid dishwashing soap. Then wash the blocks with the liquid dishashing shoap and rinse them out.

Now run another line through the turning block and see if moves easily. You might have deformed or deteriorated bearings.

With a smaller diameter line the at is fed correctly (i.e., not wracking the turning block) you shouldn't care whether it is truning at 270 degrees. (that's why it's called a "turning" block.)
