There are two methods that come to mind. One is install two cam cleats and connect a line to opposing spokes. Easy then to pull up on the lines and cast them free. The second is to use a camel hitch and tie to a pad eye in the cockpit somewhere, again on opposing spokes and then slide the hitch to tighten or loosen. The idea with the hitch won't fully release the wheel without untieing the knots but you would have some stearage till then. Witht the cam cleats you would have full steerage once you pull the lines.
