Why not just cow hitch a bungie cord to the wheel, then hook a nearby padeye?
On my Malö one of the nuts holding down the pedestal was an eye nut. Made a convenient spot for lashing the wheel (as well as my tether).
Something like this (from McMaster-Carr):
