He should be within 15 % of his estimate. That would make for another 1.2 hours plus the parts he purchased to repair it. For me,, that would be a reasonable place to start. After that you can argue.

Did you get an estimate in writing before he started? If not, his verbal estimate doesn't mean anything (if you can't get together and end up in small claims court).
