They just look at the risk and the numbers on pleasure boats. Commercial might be another story.

How has the design and construction of bluewater/offshore boats changed in the last 30 years?
The old idea of bluewater offshore boats, has kinda, gone away.

That's true. I'm seeing more multi hulls all the time.
