If your ohm meter is accurate...

() a .1 ohm resistance at 12V results in a 120 amp load. Most ohm meters are not accurate at very low resistances but it looks like you found your culprit.
Pull the solenoid. Close examination will probably show a chafed wire shorting to the case.
You could clip it to your battery and it will either operate or melt.
