Jobs wasn't the innovator really, he was the risk taker. There were and are plenty of people at Apple with innovative ideas. In the bad times, the management has been so conservative and risk averse that no innovative ideas are pursued. Steve was the guy who would take the risk on a new idea, and drive all the opposition to it out of the way. He wasn't much of a technologist, knew very little about engineering. But he could grab a vision (usually someone else's) and make everyone believe in its success.
