I'd give it a bit of time, maybe some heat to warm the area a bit.........

..and sound it carefully with a light hammer or even a coin to compare it with surrounding area sounds. If there is delamination it should sound more 'hollow' than surrounding. Different tone. If you can sound the inside of the hull in that area as well, I'd do that also. If it all sounds the same, I'd just let it be for some time. Shame to dig it out if not needed.
