How much of a deflection? Is it near a stringer or bulkhead? How near the waterline?
Is it cored?
If it is cored and crushed, it is a different issue and needs to be fixed.

One last thought about the repair
I don't like the idea...
NOT 5200, epoxy if you're going to that method.
P.S. Top hole and bottom hole only the size of the tip of the syringe, about 1/8" diameter or so.
If you had gone ahead with the repair when you started this thread...
Very nice. We had a T37 and it was so much smaller inside
