I cannot figure out the steering system. Those tiller bars are typically only for connecting the crossbar and possibly autopilot. I am assuming there is a quadrant located below that is not seen in the picture. Otherwise, a cable system must somehow connect to that tiller arm out of the picture, which is less likely given that they would have to connect a pulley to the hull itself.
Also, the starboard rudder post and tiller arm did not have a hole drilled through it, while the port ones did. One could assume that if the holes were lined up so that a hex key could be inserted, that the rudder would be in proper alignment. However, because of this strange construction difference between the two rudders, it is possible that they made a mistake in drilling those holes, put in the set screws instead and built/installed the starboard rudder with only set screws and no holes.
In other words, the tiller arm hole and rudder stock hole were not supposed to be lined up and putting in the hex key locked the rudder off centerline.
