I think your scenario of 'Distracted Driving', too few crew trying to attend to the needs of the charter guests aboard, is by far the most plausible explanation...

I'm simply wondering what's taking the CG so long in this case, or whether we're ever likely to see any results of the 'Official Investigation' ever released... Whatever happened during the course of a 30 minute sail across Penobscot Bay that afternoon couldn't have been THAT complicated, after all... Hell, they may ultimately wind up having wrapped up the BOUNTY investigation in shorter order, than this one... (grin)
