...by simply fixing a line to the tender, and doubling it back from the anchor to shore or the dock along with the tender's painter... This is a very common method of mooring small boats in places with large tidal ranges, you see it a lot in places like Maine, and Nova Scotia, and might offer a bit more security in the event the wind pipes up a bit...
Of course, you might need a considerable length of line to employ this method, depending on the situation, but my dinghy anchor line is always plenty...
Agree with the others who endorse a small Bruce for the dink, they're perfect for that application...
